First proposal submitted: DARPA SBIR

A Phase I proposal was submitted to DARPA under SBIR topic DPA26BZ06-DV026, Influence Benchmarks for AI Systems. Its title is A Simulated Market Testbed for Detecting Latent Biases in AI Agents; its number is D26BZ-DV026-0456. DARPA confirmed receipt on 22 October and will give its decision within 90 days. This names the topic and the agency that the 10 September entry held back until the solicitation closed.

The proposal is for a test of whether an AI agent has hidden preferences, and how strongly they move its decisions. In the proposed testbed, agents built on at least ten different language models trade in a simulated market while news changes what the goods are worth. Each round, every agent is told what a unit is worth to it and submits one sealed bid; the highest bid wins and pays the second-highest bid. Under that rule no bid does better than bidding the value the agent was told, so every bid has a known right answer and no AI model is needed to judge it.

A bias is a steady gap between a model's bids and that answer, or a steady shift in that gap when something that should not matter changes. The proposal's four checks ask whether a model bids its value, how its bids compare with people's in published auction experiments, whether they move when an irrelevant detail changes, and whether they move when a note warns that weak results will end the model's use. A shift counts only when it is larger than a set multiple of the model's own noise, measured for each model from reruns and reworded instructions.

The core of the testbed was built and run as a pilot from 15 to 20 September, inside a copy of Magentic Marketplace, the open-source market the topic names. The pilot recorded 186,001 model calls across eleven models, and ten models bid against each other in one market for 1,000 rounds. The pilot shows that the parts work; none of its numbers are study results. If selected, Phase I is a 12-month project that builds the rest, including a double auction in which agents both buy and sell. The outcome will be recorded here.

CMMC Level 1 self-assessment affirmed in SPRS SPRS

The affirmation is renewed every year; the next is due by 26 September 2027.

Unlike the UEI and the CAGE code recorded below, an SPRS entry cannot be looked up publicly. It is one more administrative entry, despite the hope recorded on 28 August.

A Phase I proposal is being written against one topic from the current release, for submission in October. Consistent with the note above, the topic and the awarding agency are not named here until the solicitation closes. The screening pipeline described under Ongoing is what selected it.

Able to submit DSIP

Firm registration on the federal SBIR/STTR submission portal is complete, together with the three firm-level forms it requires: certifications, audit information, and the company commercialization report. Nothing administrative now stands between the company and submitting a proposal.

That closes the sequence of registrations that began with the employer identification number on 20 July. What is recorded here after this should be mostly work rather than paperwork.

The System for Award Management registration is active. The CAGE code assigned by the Defense Logistics Agency is 242X4. With the Unique Entity ID Y1H6BYNDFL19 and the SBA control identifier SBC_002680359 already recorded below, the federal entity registrations are complete.

The registration must be renewed annually; the next renewal date is 13 August 2027. This closes the entry that stood open here since 13 August, which said the CAGE code would be added as a number when one existed.

Nine-run experiment cycle Technical

Nine experiment runs and a ten-experiment sensitivity batch on learned compression of synthetic radar imagery. Four results that looked good were discarded as artefacts before they were believed.

One result that looked bad survived all nine runs. A sensitivity analysis over training size, epochs and width showed it was wrong by more than a factor of ten, in the pessimistic direction. The fix is provisional: synthetic data, two seeds, one detector. It is recorded here because scepticism aimed only at results you like is not scepticism.

The federal government now holds an identifier for this company: Y1H6BYNDFL19. Validation was not automatic: no record of a company formed less than a month earlier existed to match against, so the entity was established from the filed articles of organisation and reviewed by hand.
